Federal/ATK says LE/,gov sales are a small percentage of their overall production, and the civilian market drives demand more than anything, to the detriment of LE agencies even if they don't secure large orders. This is why the Feds have pooled their resources together to buy ammo in huge orders to get pricing down, and try to secure long-term contracts they can afford.
