This is a short article I found and in it states reports after all might just be true about ammunition and guns being bought up by the government. BANG BANG!!
There have been numerous stories posted on the Internet describing federal government agencies ordering millions of rounds of ammunition for agencies such as the Environmental Protection Administration (EPA) and others that wouldn't be classified as police or security agencies. Those reports were ridiculed as right-wing paranoia and dismissed as more anti-Obama propaganda. At least until a federal agency inspector general inadvertently blew the whistle in an October 1, 2014 Firearms Procurement Report.

I take this stuff with a grain of salt. For example, it might seem odd for the Department of Agriculture to have weapons until you consider that Forest Rangers are the primary law enforcement agency for our National Forests and that's 8.5 percent of the area of the United States. NASA probably has an explanation for why they need to protect their stuff. The article could have a point about arming the SBA and Department of Education. Last I heard we aren't even allowed to talk about guns in our schools.

Grain of salt indeed. Several of the ammo manufacturers sites/quotes their government contracts have not increased; it is in the civilian sector that is driving the shortages. Federal/ATK says LE/,gov sales are a small percentage of their overall production, and the civilian market drives demand more than anything, to the detriment of LE agencies even if they don't secure large orders. This is why the Feds have pooled their resources together to buy ammo in huge orders to get pricing down, and try to secure long-term contracts they can afford.

There is always going to be two sides to every story. Which one is fact and which one is fiction. I do believe the public is buying more ammo along with the government also. I just do not remember hearing about the government buying so much . They have had contracts and buying ammo for years so that has not changed and if it has changed why??, I never remember all the other agencies buying ammo (so they say, ie.name your dept) like has been reported?? Truth is just like everything else governmental lil ole me and you John Q public will never know the truth, we just get to read what someone sets to print?? BANG BANG!!

Well, in my experience, there have almost always been three sides to every story. There's one side, there's the other side and, somewhere in the middle, lies the truth.
I'll never again be able to trust the federal government, I've long been familiar with the profit motives of Corporate America, and people are generally most strongly motivated by fear, not enticement. I think that because so many people share my cynicism, the private sector has been stockpiling at insane rates. A great many of my friends and acquaintances are still buy ammo and reloading supplies when available, even to the point that they could reload and shoot hundreds upon hundreds of rounds per week and not exhaust their supply. Some tell me that it's for "insurance and/or barter in case the SHTF". Others tell me it's a financial hedge, similar to dollar cost averaging in the investment world. The common thread among them all is that they don't see an immediate end to or reduction of the threat upon our 2A rights. They, along with the continuous stream of new gun owners, are buying what they can, where they can, while they can.
I do see some hope in the not so distant future, though. The politicians have almost universally sh*t the nest, so to speak, and I believe a great many are about to become mere civilians, again. With any luck, the groundswell will continue for another 2 years, and a reasonable president will be elected, and another group of hucksters voted out. At that point, God willing, a modicum of common sense may be injected into Washington and our leaders will begin to get back to the business of actually running the country, instead of running it into the ground. Then, perhaps, the people will relax a bit and stop trying to buy up every bit of brass, lead and powder they can lay hands on.
