You could get away with this using a standard reamer I think, but with this specialty reamer you are talking about, I would not do it yourself unless you have a lathe and a way to fix the reamer to dead center of the barrel. The issue being that a normal reamer would 'guide' itself based on the reamer being able to fit tight throughout the entire chamber (throat, neck, body), whereas one that cuts only the throat would only be touching in the throat, and therefore any small offset of the other end of the reamer would cause the throat to be cut not concentric to the bore and existing chamber. Hope that makes sense.
