Not really sure what you mean, but I think it is an example of the person writing the article not understanding gun laws or terminology.
The only restriction I know of in Texas regarding open carry of long guns is:
Sec. 42.01. DISORDERLY CONDUCT. (a) A person commits an offense if he intentionally or knowingly:
(8)"displays a firearm or other deadly weapon in a public place in a manner calculated to alarm"
There is no prohibition on carrying "loaded" (which I understand to mean "chambered") in the state penal code. There are some verbiage on discharging of weapons across roads in Texas penal code as well.
In watching the video a second time, the LEO stated it was against local ordnance to carry a loaded (chambered) long gun in public. Sounds like the SAPD have a very "liberal" definition of "in a manner calculated to alarm".
