Yet another reason I'm always baffled when people hold Texas up as a beacon of freedom and liberty. In Wyoming, carrying an empty rifle gets you questions about why you'd carry the damned thing unloaded.
Although, to be honest, Cheyenne lately has been pretty goofy on the firearms front. The people don't care, but the cops seem terrified of armed citizens.

Not really sure what you mean, but I think it is an example of the person writing the article not understanding gun laws or terminology.
The only restriction I know of in Texas regarding open carry of long guns is:
Sec. 42.01. DISORDERLY CONDUCT. (a) A person commits an offense if he intentionally or knowingly:
(8)"displays a firearm or other deadly weapon in a public place in a manner calculated to alarm"
There is no prohibition on carrying "loaded" (which I understand to mean "chambered") in the state penal code. There are some verbiage on discharging of weapons across roads in Texas penal code as well.
In watching the video a second time, the LEO stated it was against local ordnance to carry a loaded (chambered) long gun in public. Sounds like the SAPD have a very "liberal" definition of "in a manner calculated to alarm".

Not that it is a standard for any rational locale, but "loaded" in California* includes having ammunition in proximity to the firearm.

Varies state by state. Texas doesn't define it (or even address it) in state penal code. Colorado defines loaded as "chambered" (not allowed to have a loaded/chambered rifle in vehicle to include ATVs…relevant to hunting season).
LOL…I wouldn't consider CA rational in anything…
Edit: found the following in City of San Antonio Ordinances:
Quote:Sec. 21-16. Carrying loaded rifle or shotgun.
It shall be unlawful for any person, other than duly authorized peace officers, to carry a loaded rifle or shotgun on any public street within the city or in a motor vehicle while the same is being operated on any public street within the city.
They, of course, don't define "loaded".

I was addressing two different situations. Texas is lauded as the last bastion of a free citizen, and yet these stories keep cropping up where citizens are accosted for legal activities. The bit about loaded weapons was Wyoming in comparison to Texas.
