Of course there is a civilian market. It is far larger than the military/LE market. In fact most gun makers and ammo companies could not survive on the government market. Thus brass would be in order for civilians. If nothing else there would be a large reloading community to purchase brass.
Duty ammo would be either plastic or steel. Cheaper given that government does not reload thus throws the brass away (at least recycles it). And it is a waste to leave brass on the battlefield.
China is basically buying up all of the copper mines worldwide. Afghanistan has the second largest copper deposits in the world. China is ready to take that over once we are out of there.
