This sounds like a precursor law to an ammunition regulation law. First they Pass a law that requires you to report lost ammo, then they pass a law that regulates and registers what you buy, quantities that you already posses, and requirements for you to report what, when, where, and how much you shoot. It's a kind of insurance that will keep people from saying they lost their ammo in an effort to avoid registering what they have. Think about ammo caching.... Well this "lost ammo" law might already prevent that in fine print. If it defines what "possession" is, it probably will not consider ammo cached as possession, hence your ammo is lost thus outside the law, but I have not read the law yet so I can't confirm this.
