Not all things in common use by the military need to be common place for civilians. I am sure that the guy who is holding that kid in his prepper bunker probably didn't need access to things like AT weapons, grenades, claymores, et. al.
As for this fellow we are talking about. Apparently he is not in jail anymore but will have a hearing this month. My bet is he will get a fine at most. Unless he got busted for something else and they found the mags in a search.
Glad I am no longer in the Army. Went through a couple of iterations of magazines being viewed somewhat like a sensitive item over my career. I imagine the NY ANG and the guys at Drum will probably have to go through a huge process in order to get their magazines for training now that they are illegal in the state. I know -- Federal property. But, that isn't how the Army thinks. Instead it will be secured, inventoried, locked up somewhere, hand receipted out, etc. A lost magazine will mean the unit will stay in the field until they find it. Etc.
