For my long guns, I always go with a MOA cant base, usually 20 MOA for cartridges with similar ballistics to the .308 Win. With the scopes that are quality units, but under $1000, you rarely see them with more than 68 MOA total travel, while the higher-end scopes with 90-100 MOA will run you well over $2000 usually.
Looking at your rig, I'm also wondering about:
* how the barrel is installed (Someone painted the barrel and JP handguard piece, and those handguards are not common to AA.)
* Is the muzzle device threaded on true?
* Is the crown damaged?
To be consistently printing low like that indicates there is something awry with the configuration of the upper, since your .223 upper was dead on. I think you need to break it down, and see that the JP barrel nut was installed correctly, as it is quite different than a standard AR15 barrel nut in that it has external threads that engage the extension piece that is painted on yours. That piece threads onto the upper receiver threads like a barrel nut, but has internal threads inside for the JP barrel nut to thread into.
I have installed several JP handguards myself, follwoing their directions, and they are great handguards.
