I wouldn't give up on shims yet. Before spending money on a new set-up try shimming both front and rear rings. If it doesn't work, your out the cost of shim stock and time.
But first, I would want to identify what's wrong? Is it the scope, scope base or maybe something with the rifle itself?
Check the scope for total elevation. How much does it have and what does Nikon says it's suppose to have? From the top of elevation turn it down all the way, counting clicks as you go. Figure out how many MOA of adjustment you have, is it what Nikon advertises? You could also check the base with a good level, preferably a machinist level. Take the base off the gun, put the rifle in a gun vise and level the receiver. Now put the scope base back on the leveled receiver, with the top rings off you should be able to put the level on the top of the front and read lower rings. How does it compare? If it's obvious the scope base is off contact RRA or whoever you got it from.
