More likely the bolt isn't going fully into battery. I have sized down and fireformed many hundreds of 7.62 X 39 brass and if anything, it was hard to bump the shoulder enough.
He needs to put a sized but otherwise empty piece of brass into the chamber, ride the bolt forward an inch or so and let it fall. If it seats the brass -- OK. Next, see how easy it is to extract it. If it needs a cleaning rod to push it out, he needs to bump the shoulder more.
