In a nut shell, if you want to posses one, you must also possess a registered SBR lower or a pistol lower. Without one or the other, if you posses even just a loose AR barrel less than 16" that could be assembled into a SBR using component also in your possession, the ATF considers it constructive intent. Same penalties as if it were fully assembled and functioning.
