Just in the spirit of providing feedback, I don't know if anyone saw the same things I did when trying to download the .exe, but here is how my Win10 machine evaluated it, the ones that did make it to my HD, in the screenshot below.

There were a bunch in there like that. It was saying the .exe contained a "Trojan:Win32/Wacatac.B!ml" virus. Microsoft describes it briefly here:

I never got to open the .exe in an editor to see what it looks like. I imagine it's exactly like you said, just a bunch of ascii text. Perhaps that trojan's classification/definition includes any executable file of unknown origin, unsigned, etc. Microsoft's description here is pretty vague. Deliberately so, I'll bet.
