As the guys are saying, it is shorter than SAAMI spec.
Factory ammunition is typically manufactured shorter than SAAMI to fit in any rifle out there. If bullets are being dragged out of the case on being loaded into battery and then extracted without firing (spilling powder everywhere) it means they are jamming in the throat. This means either the ammunition is too long, or the chamber is too short. More likely the chamber is too short. Regardless, they should have checked it with gauges prior to sale.
Why put up with a barrel that can't shoot factory? Unless it shoots sub 0.5MOA I'd send it back.
