The depth of those troughs defy reality. Specifically, you cannot put more powder in and expect less velocity.
We can expect the relationship between powder and velocity not to be exactly a straight line - a bit of a wobble maybe - the Satterley people will then use this to fine-tune their loads. But the troughs are never deep enough that it implies putting more powder in will give less velocity. Not just once, which may be dismissed as an aberration, but three times: 25.8, 26.5, and 27.
Velocity never goes backward as you put more powder in. Something is amiss with the components, loading, measuring, or recording.
