Is this an indication that the jacket is separating

The targets are stapled to cardboard. About a foot or so off the ground. No weeds or grass in the way. I did not see this on any other powder loads.

Going to try again this weekend and see if it happens again. Also, plan to back off 0.2 grain increments down to 28 grain. Have a nice velocity drop here that the barrel seems to like.
