No, the SROs can't be everywhere, but the SRO DID ENCOUNTER THE SHOOTER AND DID NOT STOP HIM. How hard is that to understand?
So you are saying it was the hiring, training and qualification requirements of the SRO had failed, not the fact the school having a SRO failed..
