Yeeesh!!! If this is true then what about the millions of already legally acquired upper receivers, assemblies etc?????

'Course if the AR is an AR-pistol, then the lower has to be serialized...

If you read on down, it says that this rule only applies to guns or parts physically manufactured after the effective date which is 120 days from today. Any and all guns and parts manufactured before the effective date will follow the old rule.
