That new AllThoseFiends" "rule" on re-defining the firearm and "receiver" (including a so-called split receiver) is supposed to come out today, or very soon.
WH has a "fact sheet" posted on it.
Includes so-called "ghost guns" and so-called "gun kits".
I'll be looking for it.
Our friends at goa have some stuff on it too.

My first attempt at reading this... way in the back under V. Final Rule, it appears that a "rifle" with a "multi-part receiver" (like an AR), the serial part is the upper receiver since that houses the device (bolt) that seals the breech.
Yeeesh!!! If this is true then what about the millions of already legally acquired upper receivers, assemblies etc?????
Millions of violations right from the git-go.
'Course if the AR is an AR-pistol, then the lower has to be serialized...

I would be embarrassed to say I wrote or signed this document. It's an example of someone not familiar with the subject matter writing a long, drawn out, uncomprehendable document trying to be very specific. I couldn't finish it end to end had to skip around, kudos to those that can. Course maybe that was the intent. It will be interesting to see how this is interpreted by lawyers and 2A experts.

If you read on down, it says that this rule only applies to guns or parts physically manufactured after the effective date which is 120 days from today. Any and all guns and parts manufactured before the effective date will follow the old rule.

hhhmmmm, if uppers become the serialized parts and lowers are no longer. then if you buy alot of uppers before the rule, you can then buy lowers after, and build away with no background checks

We are getting farther from a representative republic and being ruled by Executive order, Bureaucratic rules and continuing resolutions instead of ratified budgets. Sad state of affairs, we need to vote these people out but with all the fraud it might be to late.

good point. I wonder how that's going to work -- 2 sets if uppers for sale and 2 sets of lowers? 1 marked and 1 unmarked?

Goa has a petition/contrib setup for the lawsuit they're going to file...

They have been more successful in their suits than most others, esp nra, so that's the guys I support.

So. Here it is 8 days after they made a big hoo-hah about issuing a new rule... and still nothing published by fedreg.
It's not a rule and the 120-day clock (that it has) doesn't start running until it is published in the Federal Register.
I wonder what is going on, maybe the lawyers had a sudden change of heart?
Or maybe this is just another example of the "speed" of govt.
The timing of their "announcement" probably had more to do with some fund-raising $$$ coming in, than anything else.

(didn't have to go through the argument phases, which is good in this case... means this part was wrong on its face.)

Using, in part, some of the ATF/govt's own twisted logic, he points out that parts, pieces, and partial-components are not weapons, that the GCA does not allow rulings on parts, and that the partial-guns aren't guns. They can't both partial and complete at the same time.
That the govt cannot just make up new definitions to suit their purposes of the moment.
That if the GCA does not define a term, then it takes its industry accepted definition, not what the tyrrny chooses on its own accord.
Duh.
This summary ruling means part of this new onslaught Reg is vacated.
So 80% lower is back to being just a piece of metal. And Tools are not regulated by GCA.
ATF exceeded its statutory authority.
