My first attempt at reading this... way in the back under V. Final Rule, it appears that a "rifle" with a "multi-part receiver" (like an AR), the serial part is the upper receiver since that houses the device (bolt) that seals the breech.
Yeeesh!!! If this is true then what about the millions of already legally acquired upper receivers, assemblies etc?????
Millions of violations right from the git-go.
'Course if the AR is an AR-pistol, then the lower has to be serialized...
