30.1gr LVR under 123gr ELD-M will be somewhere around 2553fps from the 28, and is a light load.
Heres my data from a 22 barrel under 123gr SST with LEVERevolution:

Federal brass 1x fired 1.208 headspace
60 deg F temp
29.8 2453fps

Had that been a 28, the velocities would have been much higher.
31.6 LVR under a 123gr from a 28 pipe should be around/over 2700fps.
