Tikka and Sako advertise they lap their barrels prior to leaving the factory and I would say given the symmetrical spiraling that's what you are looking at. That spiral, not following the rifling suggests a machine has been in there after the barrel was rifled.
Tikka has an accuracy guarantee of 1MOA, 3rds @ 100M., and 5-shot 1MOA with heavy barrels. I have a heavy barrel .223 Tikka T3 and it shot better than that out of the box and still does (0.5+ MOA, handloads). I don't know if they honor the guarantee in the States but I am sure if it doesn't shoot given the photos you will have redress.
