Spring back is extremely minimal at best. The bullets Im speaking of are pistol, with soft lead cores and thin jackets. They are not at all as durable as you appear to assume. Maybe there would be truth where you attempt to resize FMJ OR SOLID Rifle projectiles, but its simply not a measurable concern with pistol bullets.

As for the 35 cal its all the way individual states wrote there own regulations. Some stipulate a exact diameter. Assumingely to prohibit the 9mm. While others simply state 35 caliber.

Many states start at .243 while others simply state CF calibers while others too state .224.

I never assumed anything.
I have swaged a bullet or two in years past.
I have seen factory bullets swaged very little. Specifically 41 magnum. They were swagged very little to fit in said revolver, they slipped the jacket.

I will refrain from anymore input.
