Not being able to fire with stock collapsed will get a lot of servicemen killed.

That seems unlikely, if only because there are not a lot of these weapons being acquired.

when deployed in the heat of a firefight not all things are remembered.

The SCW is intended for use by (presumably) highly-trained and very competent personnel. I'm sure they can remember to extend the stock.

And we're not talking about firefights. The SCW is meant for VIP protection, where a more "discreet" weapon is required than the M4 carbine.
