The Spartan barrels are cut rifled, hand lapped...some would say they are superior to button pulled barrels (not to say that button pulled aren't good or accurate).
Fluting in a machine shop will cost upwards of $150...AA's are good prices for these barrels. There aren't too many shops that do cut rifling...Krieger would be one, Satern Machining another.
