USA Today asks if we should punish law enforcement incompetence

Incompetence and stupuidity is difficult to regulate or eliminate and would require oversight to accomplish. Obviously, some governmental agency would have to be created to establish the rule set. History has proven that they self regulate very badly and this would prove no different.
