As written, the 2A appears to make keeping and bearing arms necessary only to support the then-perceived need/desire to have state militias.

It addresses only defense of the state, with no mention of individual self-defense, let alone sporting purposes.

And, since there haven't been any official state militias for a very long time, there is no need for individuals to have privately-owned weapons suitable for militia use.

I wish I could offer a good idea, but I got nuthin. You?
