You are correct Stanc, yet we all knew what his true point "meaning" was. He meant to say dictate not govern. This is how a true meaning "thought" gets lost in translation and unscrupulous individuals take advantage to further their own agenda of false truths and meaning. Great example Stanc !

Not sure who this "we" is that you mention. Not being gifted with telepathic abilities, myself, I assumed he meant what he said.

There is a scholarly work by 3 deputy AG's summarizing the law regarding the 2A written for the AG in 2004 (Ashcroft). Lots of good references. As with everything, each will draw their own conclusions.
