I'm sure a terrorist is going to apply for a permit before he makes his own black powder. The Boston Bombers supposedly used powder out of fireworks, are they going to require a background check to buy fireworks. This is getting more stupid all the time. Law breakers will break the law and will not be stopped by another stupid law. This is aimed squarely at the people buying powder to reload their own ammo, another way to disarm the public, period!
