From what I can gather, this was presented during the Rhode Island State House on April 24th 2018. In any case, he spoke very eloquently and truthfully about the purpose of the 2ndA.

A fairly good speech. Some comments on some of his statements:

We are no longer free, as our Founders intended us to be.

Quite true. The Founders intended for the majority of black men, women, and children to be slaves of white men; and for white women to be second-class citizens who were not even allowed to vote.

At the time of this country's founding, Americans had access -- legally -- to the same type of weaponry that the military had. And that was the point: It was for our protection against the state; that's how we can keep them in check.

That's a widely-held misconception. Actually, the reason that Americans had legal access to military weapons in the 18th Century is because federal law required white males to serve in the military, and that law also required them to furnish their own personal weapons.

And history shows us that just being able to legally buy and own military (or military-style) weapons does not keep the government in check. If it did, we wouldn't have the NFA, or any of the countless other gun laws that have been enacted.
