In such an extreme "stuck" situation it would probably be best to push the projectile towards the muzzle as if you were "slugging" or hand lapping the barrel.

I consulted a couple gunsmiths and had one look at it whom I have dealt with for a while. Some problems require a bigger hammer, or a powered one.
