I think that first determining what performance we want, then designing the cartridge and weapons from scratch, is certainly the ideal path.
However, it may be that for pragmatic reasons, we could be limited to existing weapon designs, and the resulting limitations on cartridge dimensions.
If not constrained by M16 mag well size, I'd opt for the original 43mm case of 6.5 SPC or 6.8 SPC, rather than this 6.5x40.
BTW, instead of 6.5 SPC Improved, I think it'd be more accurate to call it a 6.5 SPC Short...
