I would accept that statement if it came from someone with authoritative knowledge on the topic or references given that support the assertion.

Don't take my word for it. Just look at the weapons being used in Afghanistan. None of the infantry rifles and machine guns used there were created and adopted exclusively for COIN operations. Same goes for the artillery, mortars, ATGMs, attack helicopters, fighter bombers, etc, etc.
