It was either Bjorn or Bwild that posted an interesting SAAMI video a while back. They did some testing with a fire dept. They burn ammunition and power to see how hazardous it was. It was amazing how little velocity and KE the ammo had outside of a chamber and barrel. The powder was not nearly explosive as most would think.
The smokeless powder really needs to be able to build pressure to be explosive. I don't know much at all about powder production, but I'd think the buildings and equipment they use would be designed with pressure reliefs.
I guess what I'm trying to get at, is I highly doubt this was an accident.
