Why don't you re-check the SAAMI drawing? I just did and could not find the feature you describe. The 0.5 degree reduction in diameter from .2644" to .2617" (typo corrected) starts at 1.5478" and ends at 1.7025" for a run of 0.1277 inches. That should not produce a 'ring-like' appearance. The only ring-like feature evident is the step-down from the neck to the start of the throat / freebore. This does not seem to be the feature described in post #17. It is also absolutely not evident in the Manson Reamer drawing shown in the 6.5 Grendel Reloading Handbook.
As indicated in another thread, I am very interested in seeing others' interpretations of the drawings. All too many details are very subtle and I know that I can miss them.
Further, if there is a feature evident in one chamber and not in the other, the odds are overwhelming that one is out of spec. We just don't know which one until a decent investigation is made.
