Side charge uppers

I have found another company that makes a Really Nice Billet Upper Receiver with a Non Reciprocating Side Charging Handle that acts as a Forward Assist too. The Charging Handle isn't located Directly on the Left side, but more angled toward the Top at a 45 Degree angle similar to the FN- FNAL.

Tooreal, Who makes the Non Reciprocating Side charge your referring to? Always want to at least see the product. I only know of American Spirit and JP Rifles to make a Non Reciprocating [I]Left Side Charge.
This also brings me to another question about the Young. What makes it "National Match"? Because that is where its used? I hear that term a sales ploy but would really like to know what makes it different to get the tag.
