I am not so sure that they (the manufacturer's) make complete bolts. If not, then they have to order the components, and assemble them by themselves. Or maybe Satern likes their sources for the components and only need the bare bolt. What ever the case, it may be an evolving process as the bolt maker, outsources all the components and becomes a complete bolt supplier. Maybe then they consider if it is feasible, or not, to make all the components. I honestly am only speculating, but I do know that Satern is taking action with the Chambering issue.
