They don't have to be "registered" as a pistol. I think that was a trend several years ago, but there has since been an ATF "ruling" about pistols to rifles, rifles to pistols. As LRRPF52 alluded, you could have the majority of the components to make pistol lower and have the shorter barrel. Keep them together. Really just need the lower and the pistol receiver extension.
