Here is a friend of mine who has a different perspective on the Government ammo purchases.

Humorous and very much on the money. You mean this guy doesn't see the TSA as a threat to his existence? The author is assuming that the will use the ammo to actually train and not to blast into a berm to get rid of it at the end of a FY. He is giving them more credit than is due I think.
