There are no dumb questions when it comes to reloading. The information was put together by someone else on the old 6.5 Grendel web site, based on different reloading trial and error experience. The powder charge would be considered maximum safe load for the particular rifle and shooting conditions at the time. I would start with at least 2 grains lower ( due to ambient temperature ) charge for a given load in 0.3 grains increments. Keep in mind, at the time of the information there was only 6.5 Grendel and 6.5 CSS chambers compared to the multitude we are seeing now.
