Immediate consequences for action have a much greater impact on the human mind than delayed consequences, ie.. I may get shot doing this, vs. I may go to prison for doing this.
Thus, burglars avoid houses where there are apparent signs of guns, mass shooters go to "gun free" zones, etc. Criminals aren't entirely stupid, they want to enjoy the gains from their criminal enterprise, so why go after something that is well protected? There are plenty of easy targets out there, especially in metro areas. Not so easy in small towns and rural areas, where a greater percentage of the residents have weapons.
