It reminds me of a saying they used to (sill do?) have in Germany, regarding their Autobahns. When asked about the dangers of poor drivers having access to a roadway with no speed limits, the usual reply went something like; "There are no poor drivers on the Autobahn... for very long." Ironically, most of the wrecked cars on the roadside had American GI license plates.
Some I know have also said that some forms of stupidity are self-correcting.
