As you say there are "schools of thought" that are obsessed with race and origin. The results of genetics research (usually on mitochondrial DNA because it is maternal, hence important to those obsessed with maternal lineage) are at the same time amusing and sad. Amusing because the research often contradicts the claimed origins and dubious land titles born of shoddy exegesis. Sad because, notwithstanding the research and oneness of mankind, there is still racial conceit and race hatred that leads to beheadings, snipings of children, other equally immoral and heinous terrorism, and wars of such horror that decent minds recoil in disgust at the carnage.
Race and origin are not of anyone's own choosing, hence not at all matters of free will, so impute no culpability.
On the other hand, belief and behavior are entirely of one's own choosing, distinctly a matter of free will, and do incur culpability.
