If I remember correctly, one goal of guerrilla warfare is to make the government respond with increasing repression to the point that the populace rebels.

You guys need to look at the rules as put out by the sponsors of the race.
Go to http://www.bikenewyork.org/security and read the FAQ's. A rider can carry a hydration system of 420 cubic inches but not in a back pack. It can be carried in a fanny pack.
What the security issues deal with are rucks that can be jettisoned easily and are big enough to carry something that can do some harm.
