The bill of rights means what it says...

I agree. The problem is that the Constitution is subject to "interpretation" by the courts, legislatures, and executive offices.

I thought justice was blind in this country not determined by your pocket book or ones level in government.

In theory, it's supposed to be. In reality, it sometimes isn't.

I guess the prez not the congress, which is legally bound by the Constitution to declare war can send the military in and kill lots of people and call it a police action or what ever and it magically becomes a none war. The president use to ask congress to declare war but today it isn't even a formality.

You may think the actions I noted above are legal but I must respectfully disagree with you.
