This is straight out of the communist propaganda campaign against the US, to claim that our achievements are based on racism, rather than the combination of the most choice real estate on earth, worked by a people with a stubborn ethic towards the pursuit of excellence, which was developed over thousands of years of dealing with the extreme cold and limited farming seasons of Northern Europe, as well as the limitations of geography in Southern Europe.
Once these European peoples inhabited the American Continent, there was no more geographic constraint, but a saturated continent of connected rivers, vast farmland, and endless deep sea ports. The communists push this racist template to demoralize ignorant masses in their brainwashing camps, generation after generation, until things like what you posted above become the accepted tenets of academia in a sick, self-critical catharsis that doesn't address all the actors and their interests on the global playing field.
Remember that China has some beef to settle with the Brits over the opium wars, and the US has been executing the foreign policy of the former British Empire as a surrogate of sorts. That surrogacy has changed within the past 2 decades, with Comrade Hussein at the helm fully in the tank for China. The idea that the US's dominance was based on race ignores the multi-ethnic groups that have made up our Nation since before it even began.
It is true that the Royal Families of Europe, Asia, and Africa had racial superiority leanings with different dynasties, but different belief systems had more of an influence on their perceived and practiced superiority over their subjects, whether you look at the Egyptians, Japanese Empire, or the Hapsburg's. The practical reality is that children or families in power feel a burden of responsibility that comes with leadership, with lessons learned from forefathers passed down in ways that weren't common to the peasants, slaves, and serfs throughout history.
The unique civilizations that stick out, were the Greek city States, with their idea of self-rule, representative rule, and democratic concepts of the governed granting power to the governors. This contrasts with the East, where sheer power was the qualifying concept of governance. The US is a minority in the world, where we are not accustomed to living under brute force, so its rise has had to be incremental.
Europe has been a tug-of-war over the centuries, between both types of government (brute force and Greek city state democracy), settling to a soft tyranny branded as democracy under Marxist principles in the 20th Century that morphed into a Supra-National entity in the latter half, where everyone knows that staying in-line is the way to avoid government force, and have been conditioned to compliance easily. The lack of resistance was made easier, especially after the highly-religious heretics against state-controlled worship (Puritans, Quakers, Baptists, & those seeking religious freedom), along with rugged opportunists, left the European Continent en masse in several waves in the era of exploration, colonization of the "New World", and creation of the United States from the 1500's-1800's.
Soon after the establishment of the United States, the Old European powers worked hard to control and harness its expansion to their benefit, and the Marxist principles perforated the US at the same time as they metastasized throughout Europe in the late 1800's. In Europe & Eurasia, this led to revolutions, with violent disposals of the old Empires, so they could be replaced with socialist states, with much of the state-controlled church apparatus still in place (except for Russia), while the overwhelming mantra of superiority of the system is pounded into the minds of European people's heads in propaganda centers, PR channels, and through expansive social programs that have been dismal failures, lauded as shining successes to the world.
At the same time in the US, as we financed these European programs unknowingly via a massive theft scheme managed by the old Euro money powers, presidents and legislators introduced the same types of socialist programs in the US via incrementalism.
To simply blame one particular genotype or people is one of the most lazy arguments, but convenient for the attention deficit generation. This is why the Nation of Islam has so much success in recruiting incarcerated marginal ethnic groups to radicalization, and why David Duke's website appeals to Americans who were mentally deadened in the Dewey public school system. Race is only a small factor among thieves. Dynasties and Empires have had minimal objections to mixing races and families, when it benefits their political interests. The same is mostly true of organized crime. The deeper you delve into history, the more you see the role of geography, trade routes, weather, plagues, disasters, and physical constraints or opportunities being the important areas of study.
