It's more of an asymmetric warfare play on the US:
Cause massive expansion of the Federal government, with a laundry list of LE Agencies that need to meet firearms qualification requirements, until we're looking at Army-sized logistics volumes and distribution. Eventually, it breaks the system economically, especially as bean counters take away departmental purchasing authority, and centralize it under the Ministry of Internal Security, I mean DHS.
As local departments within the States get short-changed for ammo, qualification and training drop to unacceptable levels.
Then the apparatchik propaganda machine "leaks" stories of how DHS is buying 1.6 billion rounds so they can shoot every man, woman, and child in the head with holler points, agitating the people, and feeding the seeds of distrust and discontent of LE already well-watered by the system.
As county, municipal, and State LEO's feel the pressure of not being able to qualify or train, while being accused of targeting grandmas and pregnant ladies with billions of rounds, the class warfare model is in full-swing. It's a case-study in how to further erode a Nation into crisis.
