The 25mm system will do a good job on light-armored vehicles, but not likely on heavy armor like main battle tanks.
The difference between 1975 and today is the proliferation of lightweight precision guided weapons that can handle the heavy stuff.
The main point of this and the earlier discussion is that limiting the debate to one mission over-constrains the problem.
The larger picture may indeed have been taken into account as the requirements for a new intermediate caliber round were defined. I don't know if it was, but can hope.
