Texas has some additional advantages, the largest being that it is not part of the national power grid. Texas supplies its own and doesn't rely on the grid. Huge disadvantage is its porous border with Mexico!
Truthfully, in evaluating the states, only Idaho, Wyoming, Utah, and Montana (to a lesser extent) fit the criteria very well. Montana's problem is all the liberal rich people (think Ted Turner) and California people who have moved there and changed the political landscape.
North Dakota is a reasonable thought, too, except that its so FREAKIN' COLD! And yes, I've spent two winters there and I do know! Its so cold they can pull houses onto lakes and leave them for months!
