The State Guard units were Federalized back before the Great War of 1914-1918, and used during that war as army Reserves for the standing Army in Europe. Since 1933, Congress forced the States to convert their State Guards to National Guards who would swear allegiance to the State and Federal government. They liad the foundation by federalizing the State Guard budgets before The Great War.
